Emanuel County Early Head Start

The federally funded Early Head Start program is an educational program that provides center-based services to low-income families who are residents of Emanuel County. The Emanuel County Board of Education serves as fiscal agent for the program, which has been serving families since 1999. Income-eligible infants and toddlers from six weeks of age to age three and their families are provided full-day, year-round services 220 days per year. Forty-eight infants and toddlers receive center-based services at the new Early Learning Center located at Swainsboro Primary School. Eight children are assigned to each classroom which is supervised by two caregivers with a minimum Child Development Associates credential and training in infant and toddler care.  Seven pregnant teens enrolled in high school and/or middle school are provided on-site services at their schools and at the center. Eligibility for services is based on the federal poverty guidelines which are updated each year.  Children who are homeless, in foster care, or whose families receive public assistance (TANF or SSI) are categorically eligible for services with no income requirements. Eligible parents are working or enrolled in education or job training programs. 

The program provides a wide range of family engagement opportunities and works closely with community resource agencies to help enrolled children and families access needed services. On-site mental health services are provided by a licensed mental health professional. Ten per cent of enrollment slots are made available to children with disabilities. Disability services are provided on-site by staff from Georgia’s early intervention agency, Babies Can’t Wait, and the school system preschool education program. All daily classroom activities for children are planned to meet School Readiness goals and the new Head Start Early Learning Outcomes Framework Birth to Five which is aligned with The Georgia Early Learning and Development Standards.
